The Registration Rules ('RR') initially adopted in 1951 have been subject to contradictory amendments during the last few months. In August 2014, the Bulgarian Government adopted changes mainly aiming at modernization of the land registration book keeping procedures, while in November 2014 these amendments were assessed as premature and therefore revoked.
As of 1 April 2015, an amendment to the Act on assessment of impacts on the environment (the “EIA Act”) will be effective in the Czech Republic and should have a significant effect on the building authorization procedures in the Czech Republic. The amendment aims to bring the EIA Act into compliance with the European Directive 2011/92/EU on the assessment of the effects of certain public and private projects on the environment (the “EIA Directive”).
Romania: Tax on "special" constructions, lowered by 0.5% as of 1 January 2015, is now expected to be repealed beginning 1 January 2016. Meanwhile, tax authorities decided – the tower of a WTG is subject to taxation.
The pubic notaries' service was set in motion in Serbia by way of amendments to the Law on Public Notaries which came into force on 1 September 2014. Mere months later, on 6 November, subsequent amendments were already adopted by the Serbian Parliament.
